mobile view not working ! but Web view is now Mobile View ???

Hello, first post here after searching for hours. Please help if you can. I have just finished a basic site here https://www.millenniumgd.net

Now when viewing the site on my phone and tablet ( android, ipad ) the same thing shows up where the top header and the nav bar are gone shown here:

on the bottom when I hit the ” web view” it displays like this:

which is exactly what I want when customers view my site for the first time. How do I make this view become my standard mobile view without having to navigate off of that messed up page first ?
