Mobile users required to create PayPal account

Despite using Paypal (“Express”) Checkout, and despite having a PayPal Business account with “PayPal Account Optional” enabled, our mobile users are being required to create a PayPal account (our desktop users are, indeed, not required to create a PayPal account).
How can we allow our mobile users to buy products from our e-store *without* having to create a PayPal account? FYI, the vast majority of our users are based in Israel.

1. Did you scroll all the way down on the PayPal checkout screen? That is where the form appears requiring you to create an account (once in the PayPal checkout screen, you can chance the language to English, of course, if it’s easier). You screenshot shows the top/beginning of the PayPal checkout screen.
2. The vast majority of our users are on Android devices (including the site admin who also is asked to create a PayPal account), and I’m testing on an iPhone 5.
3. Remember that almost all our users are located in Israel. Do you have a service (e.g. CrossBrowserTesting) that allows you to mimic a certain geolocation?

FYI – I was able to replicate this behavior (i.e. I was required to create a PayPal account) while checking out using CrossBrowserTesting. I was testing on a Google Pixel 2 / 9.0, using Chrome Mobile 69, and the device was located in Memphis, TN (USA).

I think you’re on the right track in regards to the geolocation determining whether or not the login requirement is shown or not. Personally, I usually use a simple VPN service such as Bear Tunnel to test, though I would assume CrossBrowerTesti works as well.
PayPal determines the content of that pop-up payment screen based on a few different variables, such as merchant locale, browser locale, IP address, etc. Even though we’ve developed the plugin, we don’t have any control over that pop-up once it’s up. I recommend reaching out to PayPal’s support first, and letting them know which locations are requiring a PayPal login. If they can’t tell you, please let us know and we’ll reach out to our PayPal contacts.
