Mobile theme not active

Using Jetpack Version 2.2
The mobile theme is not active on mobile devices.
Mobile theme is turned on in Jetpack.
The only potentially conflicting plugin we have installed is W3 Total Cache, and Minify is turned off.
This issue has arisen since we moved the website from a subdomain to www.
(from test.incredibleconcepts.com.au to https://www.incredibleconcepts.com.au).The website is the primary/parent website in a WordPress network.
