mobile re-sizing

I am using parabola, and have responsiveness disabled (I desire it that way). But on my mobile (iPhone) it show the non-responsive screen at far too large a size, and it won’t let me resize it to zoom in or out.

Does anyone else have that problem, or an idea how to fix it?
