Mobile payment message: No Payment Methods Available for Your State

This message only appears on mobile in sandbox environment:
“Sorry, it seems that there are no available payment methods for your state. Please contact us if you require assistance or wish to make alternate arrangments.”I need to make sure that I can process payments via mobile before pushing live. I’ve checked that the SSL certificates are enabled and checkout is working on desktop.
