Mobile header changes not showing on devices

Hi, I created a new mobile header but the changes that I made and published aren’t showing up on my iPad or on my iPhone. I have cleared the cache many times and they still aren’t showing. My client isn’t seeing the changes on her Android phone either.

I want to attach a screenshot of what the changes look like versus what the mobile site currently looks like but I don’t think there’s an option for that.
