Mobile device resizing logo issue

I’m working on a site https://www.theorbproject.org and our logo keeps “floating” up above the top of the header in any layout smaller than a desktop display. We have the site set on full responsive. I’m assuming this is a CSS issue but I’m not sure how to fix it. Any help would be appreciated!
