Mix and Match Bundle

I am trying to set up a mix and match bundle, but the quantities do not add up. I want to have an option of 10 items, but only 2 can be selected for the bundle. When I say 0 in quantities field, it will not let me change product quantities on page. But if max is 2, how can there be a quantity of 1 in each of the 10 items when the max is 2? How to create a mix and match between the 10 items, but only 2 can be selected? Is mix and match even possible?
