Missing “Tools” page on wp-admin

I have a multisite and all sites are missing “Tools” on wp-admin. The straight links to pages under “Tools” work, so it’s just about “Tools” not showing in the sidebar.

I’ve checked wp-config.php and I can’t find anything preventing “Tools” from showing in the admin sidebar.
I’ve checked that I am logged in as an Super Admin.
I’ve also changed to basic theme and disabled all my plugins.
