Missing the RSS Links Widget from Appearance > Widgets menu in Dashboard

Hi all, I want to add the RSS button and text link to my blog so that others can subscribe merely by clicking on the orange RSS button.
The instructions I have read in the Codex https://en.support.wordpress.com/widgets/rss-links-widget/ state that you simply go to your dashboard, then select Appearance > Widgets.
Then they tell you to drag the “RSS links” widget to the sidebar, and that’s all there is to it.
The problem is I am missing this RSS links widget, and don’t know why it’s not there to begin with in our install. I don’t want any plugins as I see other people suggest in the past to others, I want the widget like it’s supposed to be there.
Does anyone know why I don’t have RSS Links in the widget menu there, and how do I get it?
We are NOT using WordPress off the WordPress site, our blog is installed on our own server. And we did not use any of the themes, we wrote our own based off the included themes to make our blog look like our web site.
Also missing from our Setup menu is the Sharing sub-menu, so now we cannot select any social networking sites to include their buttons either.
