missing the custom template dropdown

Hi, I’m trying to create a page that uses a custom template I used a few years ago, but when I look for the custom templates dropdown in the page attributes section, the drop down to select a custom template isn’t there. I know there’s a custom template in my site because one of my pages uses it. It’s just a basic page but the main menu is missing. Any help would be greatly appreciated. thanks
