Missing the ADMIN menu after logging in

Hi. For some weird reason, I can not view the ADMIN “dashboard” in the upper left corner. I am able to login; the site is there , but I can’t click DASHBOARD (or the other links)
I check the user and permissions for admin are correct.
I disabled the plugins and the themes – still no change.
Any ideas? what else could I try.
