Missing Otter settings top right hand side

Hi

I have installed several different block editors to try as returning to WordPress after lengthy gap. I first installed genesis Blocks. Then deactivated that and installed otter. Neither offers me a settings option on the top right had side, nor do I have the settings wheel for WordPress. Instead I simply have the three dots and an icon that looks like 2 columns/ a book.

Can anybody please tell me how to get the settings I need to use a block editor? I also do not have a Layouts option on the left hand side.

I have deactivated all plug ins, and then reactivated one editor at a time to see if anything has changed, but as yet, no luck. I have activated 2022 theme but still nothing. This is reducing progress somewhat in learning how to use Gutenberg blocks!
