missing menu

I have 2 site running on wordpress 3.5.1, the newest one just installed yesterday and running live. But there is a difference on the dashboard menus beetween those 2 site of mine. The newest one missed the editor sub menu in the appearance menu, and no submenus(editor, add new) in the plugin menu. i don’t know if there is any update since the 3.5.1 are the latest since 3.5, and the old site already use 3.5.1 version, and the dashboard menus are fine.

Please tell me how to show the submenus back, or maybe any fix updates. Thankyou.

Nb: i don’t use any plugin activated on the newer site, even ne plugin is running on the older site. I already change the theme to the default twenty twelve to check, but it’s still the same.
