Missing dropdown: Cross-Origin Read Blocking (CORB) warning in Chrome

The Google translate dropdown doesn’t always show up (upper right in header) when you view a page. I can consistently get it to not show by hard refreshing the page so it isn’t using any cache. There will be the following warning in Chrome’s console when the dropdown isn’t showing:
