    Some admin screens don’t have page headings but some do. Design should be consistent so all admin screens make use of the H1 element.

    As you know, headings provide document structure, which can directly aid keyboard navigation. Users of assistive technologies use headings as the predominant mechanism for finding page information.

    These admin screens have tabs but don’t have a page heading:

    * Popup maker > All popups
    * Popup maker > Popup themes
    * Popup maker > Extend

    These admin screens have tabs but do have a page heading:

    * Popup maker > Tools

    If you look at WordPress core, you’ll see a H1 is used consistently, including on the Appearance > Menus screen, which has tabs.
