“Missed Schedule” — The plugin does not work

The plugin does not work reliably. It doesn’t publish the revision. Even though there are multiple subsequent requests, and it is aware that it has missed the schedule and even reports as such, it still does not publish. I always have to do it by hand.
Am I misunderstanding the point of this plugin?
I found this page: https://publishpress.com/knowledge-base/scheduled-revisions/
But the screenshots do not resemble the current plugin.
