Minimum purchase with condition

Hi,
I have been recommended this plug-in by the WooCommerce guys.

I need to justify to my client that this will solve my problem before I can get him to commit to the pro plug-in.

Will this plug-in meet my particular use case:

My client has 2 categories of product. The first category has a minimum spend of ￡25 and this is easily achieved.

The second category is high cost and low margin, and can only be purchased if a purchase from the first category of at least ￡25 is made.

Will your plug-in achieve this?
