Minimum number of comments per page

At present, when comments are organized from newest at top to oldest at the bottom and pagination is turned on, the systems allocates comments to pages starting from page 1. This results in the last page (the page that has the most recent comments) being partially filled. How would one get the system to allocate comments starting from the last page (so as to ensure that the last page with newest comments is always full)?
