Minimum number keeps resetting itself.

I’m trying to set Minimum to 12 and maximum to 120 but it will not save. It saves both values either 120 or 0…
And exactly what is supposed to happen when I get this set up correctly?

Where will it say – how will it maintain a minimum of 12 books? I’m very confused.
