    I have created shipping classes for each vendor. Is there any plugin to set minimum purchase price for each shipping class?

    Sure, this would be WooCommerce for the hooks since WooCommerce controls checkout and carts. Here’s a framework to build your logic into, should give you all the tools you need to get it working.
