Migrating between sites

I need to export my library of downloads to a development server. I’m using the native wp exporter/importer to do so.
The downloads import fine however the attachment/file information is not migrated over:
https://note.io/GBhUUNIn the exported xml file I can’t see anything that would establish the relationship to the actual file.
Has anyone else had luck importing/exporting?
