Migrate from WPMembers

Thank you for showing interest with Paid Memberships Pro.

You should be able to use the Import Members From CSV plugin to handle this importing for you (This also allows you to import any active subscriptions). I am not sure how the WP All Import plugin will handle this, as Paid Memberships Pro makes use of custom tables as well.

Then you can also redirect your IPN URL to point to Paid Memberships Pro IPN URL that is setup (Here is an example of s2members to Paid Memberships Pro IPN redirect – https://www.paidmembershipspro.com/redirect-the-s2member-ipn-url-to-the-pmpro-ipn-url/ )
