As far as I am aware, there is no way to import your blogger users.

What users? I can’t find users in my Blogger blog, there is no such subpage in the administration https://i.imgur.com/s9SLTmJ.png
If you mean users who liked your page than in that case I would redirect people from Blogger to your new site.
