Meta robots settings not being applied on Shop page

Woocommerce Shop page robots tag is being set as <meta name=”robots” content=”follow, noindex”> and changes in Meta robots settings are not being applied.

– Checked other site pages and robots settings are being applied when I adjust them.
– Theme is Astra, and I have a child theme header which the all pages use, including Shop.
– Disabling WP-Optimize caching/minification has no effect.
– No errors coming up in debug.

I was able to temporarily override the tag with seopress_titles_robots hook in functions.php, but would ideally like the bug fixed or to find the error so that I can manage the meta robots for Shop from the metabox like all other pages on the site.
