Message “requires Elementor Page Builder” keeps popping up

When you have a multisite, and the Elementor plugin is not active an the network level, you will keep getting the following message:

“Mega Addons for Elementor” requires “Elementor Page Builder” to be installed and activated.

I temperately fixed this problem by activating Elementor on the network level.
But this means that Elementor is active on all sites, even if Elementor is not used on that site.
