Menus don’t appear at all

This is a new website and I have created a couple of menus using the Halle theme. However, the menus don’t show up at all. I have followed the directions and I seem to be setting up the menus correctly unless there is some final step that I’m not comprehending.
On the Halle theme there is a menu icon in the top right hand corner but that just brings down a blue translucent screen.
I have tried using the twenty-sixteen theme as well as several others, but the menu doesn’t show up on any of them.
