Menus don’t appear as explained in WP 6.1.1

The menus don’t appear on WP dashboard 6.1.1 after installing the plugin. Is there any incompatibilty with others?

Of course, I know that the button only appears with the Classic Editor but why don’t the dashboard menus appear? Just the one shown on the picture but on the wrong position.

Which is the syntax of the codes?
