Menu sub items already dropped down on mobile

I am working on an insurance website with a lot of pages. In the Insurance link in my menu, it breaks up into subcategories. On a desktop, it’s awesome because hovering reveals the links I want to drop down. On a mobile device, all of the subitems and categories are already dropped down. I’d rather have a system where you click the category on mobile and then that section drops down.

Anyone know how to fix this? It is CSS custom code or a plugin I need? Thanks ??
