“Use Google Libraries” plugin solved my problem, which was the menu drag and drop problem. This has been driving me crazy for the last couple of days.

I had to update the jquery-ui plugin and it fixed the problem for me. https://jqueryui.com/download/#!themeParams=none

Make sure to keep a copy of your old version.
Use the same file that your old theme has.

All I did was drag the new jquery-ui-1.10.3.custom.min.js into the correct folder for my theme, delete my old version, and the replication bug was fixed.
