Menu not staying in hierarchy

    The main menu is shown to logged in users of every kind. When logged in as admin, the menu displays perfectly in it’s hierarchy, when logged in as any other user type, it does not stay in its hierarchy and random pages are on the menu. I will need to create you login credentials to let you see if necessary, please let me know the best way to get those to you. Alternately, I can show screenshots.
