Menu not displaying drop-down

Hey team, I have been trying to add a drop-down action to my menu elements but have not been able to do it. Everytime I add a sub-element or page for a drop-down action, it is displayed as a high level menu element which basically makes the header look broken. Its a custom made wordpress webpage and for now i have removed the sub pages. I had verified the header.php file and found out there was nothing related to sub-pages for the menus and there was no css code for any hover action. Any idea what do I need to do in this case?
