Menu is missing

The menu appears without the first row (file, edit, insert, …), and when I click on Settings > TinyMCE Advanced this is what appears:
“This plugin requires WordPress version 4.0 or newer. Please upgrade your WordPress installation or download an older version of the plugin.”
