Menu color in Header not changing – Transparent header change not working

I change the primary menu color and publish. I want it white colored It shows me it’s changed but does not on the page. I tried to make just the header white and could not do that either.

I am told to go to:

you use the transparent header. There are extra settings for this in the customizer.

Customizer->Header Builder->Transparent Header->Design to change it. But when I go there – I see no option to change. Just the same color text options that I already used.
