Menu bar and drop down menu colors

I went through every catch box support and tried the suggestions in them but no luck changing the color of the menu bar (and the drop down menus).

I’m looking to make the menu the same blue as the logo (#0000E0)

Any ideas? I obviously do not want to change the source code.
