When there are other items below menu items, they confuse the script doing the drop down effect. The script cannot “see” that the user is still hovering over the submenu items when other elements interfere, so the script prematurely closes the drop down. Having two rows is not a good look in any case since the header area does not grow with the extra rows. I suggest you use CSS media queries to tighten up the menu and widen the area available so two rows can be avoided at all widths up to the point where the hamburger menu comes into play. You may need to change at what width this happens to avoid the two rows at any width.
