Menu Accessibility- tab through sub-menu

With this wordpress install there isn’t the ability to tab through the sub-menu (an accessibility need), as well as increase the delay of the hover when the mouse exits the hit area. I’ve been working, and searching to change these for two days now… Any help will be greatly appreciated.
