Members with mandatory attendance

Hi,
for a small club I require a somewhat simple event registration management with the later described functions. Unfortunately I could not find out wether this “events manager plugin” can cope with my specific request.

Request:
a) all attendees are homepage members only, so personal information is already known
b) no payment service is required form the plugin.
c) upon creating an event all member should be informed by mail
d) all members have a mandatory attendance requirement for the events (pre filled field?)
e) after homepage logon members should have the option to select for each event for themselves either to bring a guest along or to cancel attendance

As a result the plugin should produce
1) a list of current status of all members for a selected meeting for the admin
2) the total no of persons attending the event e.g. for room size selection and dinner reservations.

As I could not find respective information whether the “events manager plugin” could cope with this situation/request I would be more than happy about respective confirmation or hints.
