Media Library Grid View not Displaying

I get a spinning cursor and no images display in the grid view for the media library. This interferes with adding media in a post.

I followed the javascript troubleshooting steps and found this error:

jQuery.cookie is not a function upload.php row 70

This certainly seems related as I first encountered a problem when trying to upload a new image from within a post and got an error message that it could not upload at this time.

How can I resolve this problem?
