    HI,
    I was wondering how exactly the “Allow Access” option works, for files in the media library.

    For some files in the media library, I set Allow Access only for some user roles, but if I log in as Administrator or SuperAdmin, or with an authorized role, the file is NEVER downloaded.

    is it a limitation of the free version?

    Another question, is there a method to load downloads programmatically or convert a file in the media library into a download?

    P.S.
    My site is a multisite.

    Yes, there are some different in free and pro version with the feature.

    It work like this:

    Admin/Super-Admin have access to all media files, you can control access for other roles, also password protect any media file. But, the feature only work with Apache server.

    You also can use shortcode [wpdm_media id=MEDIA-ID] to share a media file.
