Media Library Access

I seem to want the opposite of everyone else… We want to create a large media library of images for the company so that any Contributor, Author, or Editor may draw from the library to use images in their posts… Right now unless you are an Administrator you can only see those that you have uploaded… we want everyone to see all the images… How do I accomplish this? It is my understanding that this is they way it used to work, but there was a recent change to make it so you only see your own…
