Media image not cropping correctly

It appears to be a bug in jquery or a conflict – deactivate plugins one at a time to see if issue resolves…this should point to the flaky plugin…

Can you replicate the problem using the default Twenty Twelve theme?

I also deactivated each plugin until I had no plugins activated.

I also deleted an image and re-uploaded it in both scenarios to no avail…

Can were see the site using the default Twenty Twelve theme and no active plugins?

The black bar is part of the resized image, so it could be something inherent in the image itself that is causing these bars. What happens if you upload and insert the same image now without switching back to your old theme or activating any plugins?

It is definitely happening during the resizing process.
