    The “Add to Media” button is missing and the Link to the Media Gallery on the left-hand side menu is missing as well. Not only have I deactivated the plugins, I have removed them and have have changed to the default theme. Any ideas on why this would happen and how to fix it?

    Try downloading WordPress again and delete then replace your copies of everything except the wp-config.php file and the /wp-content/ directory with fresh copies from the download. This will effectively replace all of your core files without damaging your content and settings. Some uploaders tend to be unreliable when overwriting files, so don’t forget to delete the original files before replacing them.

    The issue was using Download Manager Pro plugin. You will need to setup “Allowed User Roles to Create Package From Front-end” Under Settings > Front End to allow any roles access to Media. Why it can’t be setup as a default for Admin is beyond me.
