    Watching youtube vids I get the impression the link to the template library should be on every section tab. One my free version, it is only on the one main add your widget form.

    If that is the only place the link to the template library shows up, why could it not show up on every section form so a new blank section could be added where you want the template to be added, then select template from that section where you want it in your layout.

    Rather than adding it and then dragging it into position.

    I’m not sure I understand your question fully, so correct me if I don’t.

    To add a new section, you can either click the + icon in any section’s handle (which will generate a new section above the current one), or click the larger + icon at the bottom of the editor screen (which will generate a new section at the end of the page). Notice the + icon in the section handle that is shown in the image at https://docs.elementor.com/article/369-build-your-first-page. I think this is the + icon that would function the way you are hoping.

    If you click the small + icon in a section’s handle, you will be presented with a large + icon and a folder icon next to it, just above the current section. Clicking the folder icon opens the template library.
