    May I collect or accumulate people themes in my web site and share it to public as free service?

  • Themes are protected by copyright so you need the creator/IP (intellectual property) owners permission before you could host/distribute them. If the theme has a license text with it (or one is shown on the creators web site) it will usually state what you can and can’t do. If it doesn’t allow you to distribute you can still contact the creator to ask them. Most WP theme creators are happy to have their themes out there (provided they get credit and you aren’t charging). Others may have created them in order to promote their own business and don’t want others hosting/distributing.

    We need to be clear about this. The permission referred to above may already be included in the licence. In many cases it will be.

    Indeed. The WP community is very generous with allowing use of themes etc. However it is the OPs responsibility to ensure such permission exists.
