Matching two keywords – possible?

    Is it possible to match pairs or sets of keywords? For example, if I have a keyword {city} and another keyword {state} is it possible to make sure that the correct {city} keyword (e.g., {city} = Boston) is always matched with the correct {state} keyword (e.g., {state} = Massachusetts).
