Match quantities in checkout.

Hi I am trying to do a really simple thing and that is if my buyer chooses 10 jackets then they must be 10 caps in the checkout there will always be matching quantities and there is never more than two items in the checkout, so if you choose 5 Jackets then it means that you will automatically have 5 caps in your basket there is my first problem my second problem is the checkout must be limited to 2 items never more than two items
