@wfphil I think you didn’t get what I already have mentioned in the OP.

I already have rate limited crawlers for the 404 not found calls. And the setting set by me is block if 404 calls exceed one per minute.

But, still i am getting those 4o4 not found. Those pages/post were never be the part of my site.

So, can you tell me any better solution? Also, do I have any potential risk if those bots are continuously visiting my site??

Thank you for the update.

As the IP addresses keep changing then blocking those is unlikely to help. You could try a User Agent blocking rule if the User Agent is not generic that would lead to the blocking of legitimate people:
