marketing popup cookie not working

Hi, I tried so many plugins, trying to find a decent looking popup out of the box, and yours was the best. But it seems like the cookie’s not working for me — it only seems to work if I’m logged into the admin. I have it set to 7 days — https://www.screencast.com/t/JGyvbBgvYnZ — but if I test it in a browser where I’m not logged into the wordpress admin, it pops up every time. Am I missing a setting or something? Thanks so much and let me know if you have any questions!
