Map Height Control Not Working

I am having a problem with the map height control:
1. I have a wide short preview window in the footer that shows a map at 100% width and 60px which is supposed to link to the full-size map page. The problem is that the map defaults to a ~400px height no matter what I enter in the Edit Map page or the Open Map Builder.
And a related question:
2. Do the Default Map Settings on the Settings page have an effect on the map dimensions set on specific maps or only on one default map? If the Default Map Setting do actually affect the rest of the maps, how do you coordinate precise dimensions with two sets of settings?
